Even the skin continuously producing new cells,why don't wrinkles disappear?

For the same reason that if you have cancer, it doesn't dissapear when your cells regenerate. Your cells pass on their inherit qualities. So, if your cell is lacking certain chemicals that would make it elastic (i.e. young) then it can only reproduce new cells that contain the same information the cell currently has (i.e wrinkly).

Because the skin is constantly flaking off, they say a large percentage of dust in a home is dead skin.
