Male 40, after a diet, got sagging thigh skin, any advice to resotre elasticity & remove wrinkles?

The only thing that will restore elasticity and help with the wrinkles is exercise. You need muscle tone. Leg lifts, squats and brisk walking is the easy approach but will take longer. Running, hiking and aerobics is the harder approach but will be faster.
